Tokyo -- In an unexpected development, Shizuka Kamei, the leader of the People's New Party (PNP), has resigned his position as Japan's postal minister.

The move comes only days after the new cabinet of Naoto Kan was inaugurated, following the abysmal failure of the leadership of Yukio Hatoyama.

The dispute which triggered Kamei's departure relates to the PNP's cherished bill on postal reform and the decision of the Kan administration to set it aside until after the July elections for the House of Councillors.

The elections now appear certain to be held on July 11.
