Japan is breaking the ice.

The East Asian country is fast becoming a strategic partner of the non-NPT nation India. Japan is not a military power, but it is having a serious impact on strategic policy.

Japan and India began the first round of nuclear talks on June 28 at the Japanese Foreign Ministry building in Tokyo. Talks were led by Gautam Bambawale of the Indian Ministry of External Affairs and Mitsuru Kitano of the Japanese Ministry of Foreign Affairs.
