On the surface, no two Asian democracies could be farther apart than Japan and India on the issue of nuclear weapons.

While New Delhi refuses to sign the NPT and has developed her own deterrent, Tokyo acceded to it in 1976 as a non-nuclear weapons state and has often strived to lead disarmament efforts, taking the moral high ground in the search for a world without such arms.
